Negotiations for a Trade Agreement between Guatemala and Israel Begin

The first round of negotiations will take place in Guatemala from August 26 to 28, during which the lists of products of interest to both nations will be exchanged.

Authorities from the Guatemalan Ministry of Economy (Mineco) informed that the agreement they seek to sign will not be a Free Trade Agreement (FTA), nor a Partial Scope Agreement, but rather a hybrid agreement.

Julio Dougherty, Vice Minister of Integration and Foreign Trade, explained to that "... In two rounds of negotiations it is considered to close the negotiation for a trade agreement between Guatemala and Israel. A hybrid agreement will be signed, an intermediate figure because the World Trade Organization (WTO) does not recognize agreements of partial scope, nor is it an FTA."

Dougherty added that "... The door is already being opened with Israel, as there is a good relationship for political reasons. In addition, the agreement for the Reciprocal Promotion and Protection of Investments, signed by both governments, has been in force since 2009."

According to Guatemalan agricultural businessmen, market opportunities have been identified in Israel for products such as sugar, coffee, berries, vegetables, vegetables and beef.

Guatemalan authorities announced that in the first week of October they will travel to South Korea, with the aim of restarting negotiations of the Free Trade Agreement between the two economies.

Guatemalan authorities announced that negotiations with the South American country are practically finished, so that the entry into force of the agreement would soon be finalized.

Because of a series of disputes generated by the imposition of tariffs on Guatemalan sugar, the entry into force of the trade agreement, which had been signed by both countries in December 2011, was postponed.
