More delay for 3G network in Costa Rica

Up to now no telecom company will guarantee their participation in the new tender.

Multinational firms allege that the tender offers no legal or financial security.
Three companies have asked the Office of the Comptroller to fix these problems.
This is the second time that several firms have challenged the process for the purchase of the 3G network.

Ericsson, Huawei and ZTE presented their offers today to the ICE for the third generation cellular network tender.

The Huawei Tecnologies offer was for $245.8 million, Ericsson presented an offer fro $340.9 million and ZTE Corp. for $446.9 million.

Tender for 3G lines in Costa Rica to be modified

The Costa Rica Institute of Electricity (ICE) will have to adjust the terms of some clauses in the tender to buy 950,000 third generation (3G) lines.

The changes will come after the Office of the Comptroller General of the Republic accepted the objections to the tender presented by three companies.

Costa Rica's monopoly GSM network operator, ICE, has decided not to accept a sole bid from China's Huawei for the supply of a 3G network.

The company has come under political pressure from the Costa Rican president, Oscar Arias to reject the contract, and will consider retendering the contract.

Five of the companies with most possibilities of getting the project decided not to participate in the international bidding process.

The companies stated that participating on the project with the current conditions involves a high degree of risk.
These companies are ZTE Corp, Huwaei Technologies, Ericsson Costa Rica, Continex S.A. (Samsung distributor), and Nokia Siemens Network.
