More Businesses Seek Authorization to Operate in Costa Rica

The companies R&H International Telecom, Icann and InterTel Worldwide have requested authorization to enter the telecommunications market.

Mercy Omen, in an article in Nacion.com, writes: "These companies have already presented their request for registration and authorization before the Superintendent of Telecommunications (Sutel). This information was confirmed yesterday by Carolina Moorish, press spokesperson of the Public Utilities Regulatory Authority (Aresep)."

There is Competition in IP Telephony and Internet

The first six companies to compete with state-run ICE in the telecommunications market have been authorized in Costa Rica.

The Superintendency of Telecommunications (Sutel) gave the green light to allow the companies to offer telephone over IP and Internet services.

According to La Prensa Libre de Costa Rica, the president of the Sutel Council, George Miley, said: “Today is a historic day for Costa Rica and especially for telecommunications. This is the first act that effectively opens the telecommunications sector. The authorization of these six companies, and the many more to come, provide a positive signal that will attract investment to this important area of the economy, at a necessary time for our country.”

ICE Will Not Oppose New Competitors

Through a document presented to Sutel, ICE withdrew its objections to the entry of competitors in the telecommunications market.

The legal director of the Costa Rican Institute for Electricity, Erick Jiménez González, laid out in the document presented that the action is "with the purpose of collaborating in the regulatory process during the transition phase."

SUTEL Accepted Request by Eight Companies Thus Far

Eight applications for operation have been admitted by the Costa Rican Superintendent of Telecommunications, and eleven others are lining up.

Journalist Charles Lamb wrote in the El Financiero website: "SUTEL admitted requests by Dodona SRL (Amnet) Intertel Worldwide S.S., R & H International Telecom Services S.A., Worldcom Costa Rica S.A., Callmyway S.A., Redes Inalámbricas of Costa Rica S.A.

Entry Obstacles in the Telecommunications Market

In Costa Rica, companies that try to enter the market complain about the requirements imposed by the Telecommunications Superintendent.

MiPunto publishes in its website: "The companies R&H International Telecom and Intertel Worldwide said that the requirements set by the Supervision of Telecommunications are "excessive,” after the regulating entity asked them for additional information in their proposals this week.
