The reason given was that the assessment panel of the tender did not clarify several cases of disagreements during the bidding process.

The resolution by the Ministry of Finance states that the case be returned to the Contest Rating Board "in order to review the proceedings (...) giving the explanations due and resolving them accordingly."

The Rating Board believes that the competition favored one company as there were irregularities in the submission of tenders and requirements. "One of the requirements was that the books be "laminated", which meant an increase of 30% for manufacturing, rather than covered with a UV coating which waterproofs and protects the cover", reported Prensalibre.com.
