Loan of $80 Million for Border Posts

The IDB has loaned Costa Rica $80 million to finance the construction, equipping, and improvement of the border crossings of Peñas Blancas, Paso Canoas, Sixaola and Las Tablillas.

According to a statement from the Foreign Trade Ministry (COMEX), the news was announced by the Minister of Foreign Trade, Anabel Gonzalez, on the morning of 9th January at a public event involving exporters, carriers and representatives of the institutions involved in this initiative.

"For over half a year we have been working hard to modernize Peñas Blancas, and the most recent actions taken to improve the position of Paso Canoas and the decision to extend this work to Sixaola and Las Tablillas are an example of this Administration's commitment to improving Costa Rica’s competitiveness. This modernization process, which was delayed for more than 20 years, will not only benefit trade with Central America, but also put us in a better position against our strategic partners, thus enhancing the utilization of trade agreements, "said Minister González.

With this loan Costa Rica can ensure funding to start the second phase of the renovation of Peñas Blancas. It will also serve to implement the plan for the development of binational Integrated Control Centers in Paso Canoas and the construction of border strips, and in the development and implementation of the necessary actions to modernize the border crossing in Sixaola. It expects to complete the loan project by mid-year for submission to the Legislature for approval.

Of the $100 million approved to improve infrastructure at the border posts, $27 million will go towards the construction and equipment of the Paso Canoas post.

The Solis administration has reported that with the recent legislative approval of a $100 million loan to modernize border posts, the process can begin to select the land where the new infrastructure will be built, create the trust and manage the permits to develop the project.

Finally, the Legislative Assembly has approved the IDB loan to improve infrastructure at the border posts of Peñas Blancas, Paso Canoas, Las Tablillas and Sixaola.

The $100 million loan contract to modernize the posts of Las Tablillas, Peñas Blancas, Paso Canoas and Sixaola has been withdrawn from the legislative agenda in order to re-consult with indigenous peoples.

The loan agreement between Costa Rica and the Inter-American Development Bank was withdrawn from the legislative agenda for further consultation with indigenous peoples.  

Tolls to be Charged at Costa Rica’s Borders

As part of the border posts improvement plan, the Government is proposing a toll, charging $25 per export declaration and $5 per person.

The charge would be implemented at the border crossings at Peñas Blancas, Sixaola, Paso Canoas and Las Tablillas (Los Chiles).

Proceeds will be used to pay back the $80 million loan granted by the Inter-American Development Bank to finance the construction, equipping and improving processes at these border posts and to create a fund to maintain them. Some 4% would be paid to the municipalities where the crossings are located.
