Improvements in State Purchases System

The new version of "Panama Compra", to be available shortly, will allow suppliers to submit electronic proposals.

Looking for savings, both for the government and its suppliers, the second version of the state's purchasing system, "Panama Compra", will allow providers to send their product and services proposals electronically, without the need of going to the office of state purchases.

"Proposals will be sent via Internet, and the provider won't need to go in person to the respective institution's office", commented Eldis Sánchez Tuñon, state acquisitions director, to Prensa.com. "Complaints regarding a purchase will also be done via Internet, so suppliers won't need to go in person to the Office of State Acquisitions, located in the capital".

Panama Will Put Air Tickets Out to Tender

This year the Government will purchase bulk flight tickets via public contest, at the website panamacompra.gob.pa.

Eldis Iván Sánchez, director of Government Purchases, explained they are preparing the bidding rules.

"Once the public contest is done, we will create an electronic catalog, in which the different entities will be able to purchase their tickets via internet, faster and more transparently", reported Prensa.com.

The project comprises design, procurement and operation of a new public transportation system for Panama City.

In the proposal, candidate companies must include a passenger demand study, route design, operations plan, driver training plans, and maintenance and user information programs. They must also provide a fleet reposition plan and an investment program in terminals.

Panama: Contracts for Over $2 Billion

From December 2006 to May 2009, there were 204,516 contracts awarded through the www.panamacompra.gob.pa website.

According to the consolidated management report of the Directorate General for Public Contracting (DGCP), the total amount was over $2.446 billion.

La Estrella published the results of the report: "More than 8,219 public contracts were minor purchases whose value did not exceed $30 thousand.

New Information Technology System for PanamaCompra

April 2009

With an investment of $3 million, the State’s Director of Procurements intends to launch PanamaCompra version 2.0 by mid-2009.

Since its implementation 27 months ago, there have been over 180 thousand procurements in which some 13 thousand companies participated for an amount over $2.2 billion.
