An article in Panamaamerica.com reports that "It would be the second award for this project located in Changuinola, after the U.S. company lost the rights when they tried to modify the original route and coverage of the hydraulic works. The National Authority of Public Services (ASEP) annulled it on June 7, 2011, granting it to AES in 2011, but the company appealed to the Supreme Court to try to prevent it. "

"On Wednesday, the president, Ricardo Martinelli, announced that he had issued instructions for the ASEP and MEF to handle the bidding, and award to the highest bidder, the Chan 2 project, now that the Court has released the concession of the aforementioned work."
