In some cantons of Guanacaste, Puntarenas, Alajuela, Cartago and San José, the government declared a state of emergency because of the hydric deficit in the country, a consequence of the abnormal behavior of rainfall.

Rainfall behavior is an effect of the Southern Oscillation, El Niño (ENSO). The situation has affected human consumption of liquid, productive activities of agricultural vocation and the environment, informed the Ministry of Agriculture and Livestock.
The document reviews that "... The edict declares emergency in all the cantons of Guanacaste, as well as Coot Brus, Esparza and the central canton of Puntarenas; Upala, Los Chiles, Guatuso, and San Carlos de Alajuela; as well as the central and Oreamuno cantons of Cartago, and Puriscal, in the province of San José.
The decree also facilitates the construction of the Action Plan and the provision of resources by other entities for its implementation, with actions and works necessary for care, rehabilitation, habilitation and replacement of infrastructure for agricultural use, farming and livestock damaged that are in the area covered by the declaration."
The statement adds that "... As a result of the phenomenon, losses are reported in crops such as coffee, vegetables, beans, rice and sugar cane, among others; damage was also determined in activities such as fishing and aquaculture because of changes in the behavior of species that affect fisheries and deaths of hives and low productivity.
In livestock farming, there has been the death of animals, loss and reduction of productivity, both in dairy and fattening cattle. At the environmental level there is an anomalous incidence of forest fires, reaching a record of 172 until May 2019, which has caused the burning of 2265 hectares impacting grazing areas, crops and protected areas with collateral damage to natural ecosystems."

Alajuela province has the largest number of farms, totaling 25,176, corresponding to 27.1%, followed by San Jose with 20.3%, while the province of Heredia has the least farms with 5.5%.
