Following the economic crisis that caused the outbreak of covid-19, the recovery and generation of jobs is one of the issues that occupies much of the attention of the government in Guatemala.

The Ministry of Economy (Mineco) has prepared a proposal for reactivation that includes ten law initiatives they consider necessary for employment generation, ranging from the regulation of part-time work to regulations on leasing, double taxation, factoring, among others. This plan will be presented in the next few days to the Economic Cabinet.

Sigfrido Lee, advisor to the Mineco, told that "... an adaptation of employment will be necessary because the circumstances changed since before some products and services were in demand, but the demand changed."

A specific measure would have to be worked on since we need to readapt the workforce to the new context, the official explained.

For Lee, "... the flexibility of the workforce is fundamental. It's not that the economy opens up and suddenly there are all the jobs, that's not going to happen. The companies are not going to start up one hundred percent, everything will be little by little as the markets recover."

In Guatemala, a law allowing part-time work has already been approved, however, in 2019 the Constitutional Court temporarily suspended the legal framework. There is currently a new proposal in Congress.

Labor Market: Bill Moves Forward

In Panama, the first debate was approved in the first debate of the legislative project that intends to gradually reintegrate the employees to their companies, the same that have already restarted their activities and that in 2020 suspended labor contracts due to the crisis caused by the covid-19 outbreak.

The bill legalizing the gradual reintegration of suspended contract workers to their companies, which will be in force until the end of the year, has been pending in the National Assembly since February 8, after being submitted to the Presidency by the Minister of Labor, Doris Zapata.

Labor Market: How Many Years Will the Recovery Take?

Due to the economic crisis it is estimated that by the end of 2020 Panama will have 400 thousand new unemployed and the unemployment rate will climb to 25%, assuming that the country generates between 45 thousand to 50 thousand jobs annually, it will take about eight years for the recovery to take place.

The outbreak of covid-19 caused a serious economic crisis in the country, since due to the spread of the disease the authorities have decreed severe home quarantines, mobility restrictions and have limited some productive activities.

Labor Contracts Begin to Reactivate

August 2020

As part of the process of reopening the Panamanian economy, it is estimated that in the last two weeks close to 90,000 work contracts have been reactivated, which represents 30% of the suspended labor agreements.

Due to the outbreak of covid-19 and the restrictions imposed by the Panamanian authorities on most economic activities, from March to date about 292 thousand labor contracts have been suspended.

In Guatemala, the law regulating part-time work has already been reviewed by the Attorney General's Office and awaits the approval of the Council of Ministers.

Although in August 2017, the Morales administration had planned to approve the law before February 2018, the process has been lengthening, and a government agreement must be issued for it to take effect.
