Honduras: Still No Incentives Paid for Solar Energy

The payment of $0.03 per kW/h promised to solar generators a year ago has still not materialized, despite the fact that 12 plants are already operating in the country and others are in the processes of obtaining permits to start construction.

The fact that the incentives to increase the installation of power plants based on solar energy has not been made concrete affects not only the companies that own the plants, but also the banks who have been funding such projects since last year, because in many cases, "... the incentive scheme was part of the income submitted when applying for funding."

"... The National Electricity Company (ENEE) has not yet made known when these companies will start to receive the incentive, which they have been waiting for since August last year. According investors polled by Laprensa.hn, "... President Juan Orlando Hernández has shown interest in resolving the impasse and a meeting with the president to address this issue with the authorities of the Enee is awaited."

"... 12 solar plants are operating in Honduras with an installed capacity of 388 megawatts. In the department of Choluteca there are nine plants with a capacity of 238 megawatts and in Valle there are three plants with an additional 150 megawatts."

An announcement has been made that solar energy projects that negotiated contracts with the state run power company and begin operating before July 31 will receive an incentive of $0.03 per KW / h.

For renewable energy the price is, according to the National Energy Company (ENEE) is $11.4 KW / h, marginal cost, added to which is the 10% incentive and now on top of this would be added the additional $0.03 for generators operating during the next three months. It is estimated that the investment required for the development of the approved projects is between $1.644 and $1.827 billion, which why the companies behind the 23 projects have not yet started seeking financing in the international market.

The Pavana Solar photovoltaic park will be one of the first to start trading, supplying 25 MW to the national grid starting March 2015.

In March the Congress of Honduras approved a contract which enables the company Energía Básica del Grupo Lufussa, to connect its 25 MW photovoltaic plant, located in the south of the country, to the network of the National Electricity Company (Empresa Nacional de Energía Eléctrica or ENEE).
