Honduras - Nicaragua Dairy Conflict Continues

A local problem between Honduran farmers and pasteurizing plants due to the price at which they purchase milk could be the reason behind the block on Nicaraguan dairy products.

Trinchera.com.ni reports that according to the National Federation of Ranchers and Farmers of Honduras (FENAGH), closing the border to milk and dairy products from Nicaragua will continue until there is a resolution to the problem between pasteurizing plants and dairy farmers, who have denounced the low prices paid for the product in plants.

"... According to the FENAGH, milk production in Honduras went from 1.4 to 2.4 million liters per day from the dry to the rainy season.  This caused an oversupply that led to a fall in prices paid to farmers and closure of the borders. Domestic milk needs approval of a new agreement establishing a "guaranteed price" to producers for the two periods, which can balance the costs and value in plants, said spokesperson for the Honduran federation. "

"... The issue was addressed last week in Managua in the framework of the meeting of Council of Ministers of Economic Integration (Comieco). Speaking to news agencies, the Minister of Development, Industry and Trade (MIFIC), Orlando Solorzano, expressed frustration. "It was discussed in general.  They talked about the situation in Honduras and (the subject) it was presented by the interested parties themselves, the producers and exporters, and some countries were also mentioned, but the approach was general'."

Milk Over Supply in Honduras

Honduran farmers are looking for alternatives to commercialize milk in the Salvadoran market, by giving sanitary certification to artisanal dairy plants.

In light of an oversupply of milk that is affecting the Honduran livestock sector, producers are looking for neighboring markets where they can export milk. They report that many of the plants in Honduras are not receiving the surplus product because they do not have the capacity to process it.

Arguing the imposition of non-tariff barriers, Centrolac has filed with the Central American Court of Justice a claim against Honduras because it prevented Nicaraguan milk from entering the country.

Although the Honduran government insists that restricting the entry of milk from Nicaragua is strictly in adherence to sanitary measures, Nicaraguan producers and exporters maintain their position and are demanding that the government take retaliatory measures against Honduras. Therefore, the company Centrolac presented on May 10 a lawsuit with the Central American Court of Justice, denouncing the closure of borders and accusing the country "... of contravening Community law".
