Guatemala to Buy 600,000 Passports Without Tender

The Department of Migration has been authorized to acquire the passport books without a bidding process for a value of up to $3 million.

From a press release published by the Diario de Centro América:

The government has authorized the Ministry of Interior (MINGOB), through the Directorate General of Migration (DGM), under their strict liability, to acquire, without being subject to a tender or quote, 600,000 books for passports.

So says Government Agreement 211-2013, issued by President Otto Perez Molina in Cabinet.

The agreement indicates that the funds to purchase the books will come from the cash balance of the revenues of the DGM, up to an amount of $3 million.

The period for recruiting ends July 31, and Article 5 states that "the Comptroller General shall supervise all actions arising from the negotiations and operations conducted under this Agreement." The legislation takes effect from tomorrow.

That Agreement indicates that acquiring the books must be declared of national interest, as established by the Law on Government Procurement.

The Ministry of Government has postponed for the third time the receipt of bids for the passport book and migration services tender.  

According to Fernando Lucero, spokesman for the Office of Migration (DGM), the new extension is due a change in the specifications to improve the quality of the booklets and also because there were a number of questions from the bidders.
