Guatemala - Peru FTA Getting Closer

Guatemalan authorities announced that negotiations with the South American country are practically finished, so that the entry into force of the agreement would soon be finalized.

Because of a series of disputes generated by the imposition of tariffs on Guatemalan sugar, the entry into force of the trade agreement, which had been signed by both countries in December 2011, was postponed.

Julio Dougherty, vice minister of Integration and Foreign Trade of the Ministry of Economy of Guatemala, said to Agn.com.gt that "... The negotiations are practically 99% complete and the conditions that Guatemala presented were accepted in their entirety."

Dougherty added that "... I met with the vice-minister of Economy of Peru, and she assumed that the conditions that Guatemala requested from her country were accepted in their entirety. What we would be waiting for is to review a couple of legal documents for them to enforce the FTA."

Guatemala - Peru FTA Discussion Resumes

January 2018

The Morales administration has announced that in February they will resume talks with the Peruvian government to complete the ratification process of the agreement signed in 2011.

The main factor that has delayed the entry into force of the Free Trade Agreement between Guatemala and Peru has to do with the conflict that arose in 2013 due to the tariffs imposed by the Andean nation on the import of sugar from Guatemala, which resulted in the Guatemalan government filing a complaint with the WTO.

August 2013

Although the Peruvian Congress has already ratified the FTA, they have indicated that it will not enter into effect until the dispute raised with the WTO over sugar has been settled.

The controversy which has been passed on to the WTO over the rise in Guatemala sugar tariffs is keeping the entry into force of the Free Trade Agreement between the two countries paralyzed.
