Guatemala: Government Procurements Centralized

A new procurement law defines reference prices for the tenders, regulates reverse auctions, and establishes Guatecompras as the only system to be used to manage purchases.

Congress has approved the first amendments to the Law on Government Procurements, among which is the establishment of Guatecompras as the only system authorized for state institutions to make purchases from. In addition, prices published by the National Statistics Institute will be established as a reference.

Elperiodico.com.gt reports that "...Another highlight of these changes is that all procurement processes will be digitized. This means that auctions can be followed live via Guatecompras and physical documents will no longer be accepted. "

One of the articles which has been reformed creates the State Procurement Directorate, which will monitor and verify that procurement processes are conducted in accordance with the regulations and with transparency.

New Regulations for Guatecompras

The Finance Ministry is reviewing a series of changes done to the State Purchases law.

On December 2009 they modified part of the 8th article, removing the possibility of renting real estate, machinery and equipment without a bidding process.
