Guatemala: Easier International Trade

AEO will provide companies with an easier the processes in imports and exports.

The Superintendence of Tax Administration (SAT) has created the "Authorized Economic Operator" (AEO) legal vehicle, which allows qualified companies to streamline their import and export operations.

Under the regulations, all sectors in the logistics chain can be part of the AEO and involved in international trade of goods. They can be exporters, importers, shippers, customs brokers, logistics operators, port companies, suppliers, manufacturers, carriers and other actors who, after study and analysis from SAT, can access the benefit.

To join the AEO companies must comply with procedures developed by SAT. The requirements include administrative, human resource and safety issues. These can be consulted in procedure PRO-IA-DN-UNP-01.08, in section on specific rules for submission of applications and requirements, available at (customs category and sub category Guatemala AEO).

According to SAT, the application to AEO is no cost before customs but it is likely that applicants may incur in costs to meet the standards contained in the requirement list.

AEO benefits:
• Reduction in percentage of immediate verification in the form of risk management.
• Right to personal attention by an official.
• Ability to be recognized as AEO by customs services of other countries with similar programs which have signed mutual recognition agreement.
• Right to receive specialized training by SAT.
• Simplification and streamlining customs clearance operations.
• Be seen in new programs aimed at facilitating clearance of goods.
• Priority attention in trade shock situations or high levels of threat at ports, airports and borders.

Panama: Streamlining of Customs Procedures

The three local companies that were certified as AEOs will have priority in customs and will be able to carry out processes in less time and at less cost.

From a statement issued by presidency of Panama:

Three local companies were today certified as Authorized Economic Operators (AEO), a tool which facilitates international trade, by helping to maintain a reliable security standard and through which the Logistics Office of the Government of the Republic is fulfilling its commitment to support the private sector.

Companies that are certified as AEOs are able to reduce paperwork and are given priority at customs offices.

Like Costa Rica and Guatemala, Panama is now using the AEO program. Companies interested in obtaining certification should contact the National Customs Authority.

Companies which are certified as Authorized Economic Operators will be able to reduce paperwork times and have priority at customs.

In order to access this certification interested companies must be up to date with tax and customs payments, tax requirements, and review legal and administrative processes, industrial safety and human resources.

The Customs Directorate is calling on companies involved in foreign trade to take part in the AEO Programme.

The Customs Directorate is inviting producers, importers, exporters, carriers, customs agents, bonded warehouses, Consolidated / deconsolidated companies, courier companies, free zones and ports, to form part of the AEO Program of Guatemala, which strikes a balance between security and facilitation of international trade, through a strategic alliance between the Customs Administration, the Tax Authority and the different participants in the supply chain.
