From a statement issued by the Ministry of Economy of El Salvador:

The Ministry of Finance announced this September 15th, the new changes in reference prices for fuel, which will be in force from 16 to September 29, 2014.
The new variations of the reference prices for fuel in the country, are as follows: special gasoline + $ 0.08 increase in the three areas of the country; decrease in regular gasoline of - $ 0.02 in the Central area and - $ 0.01 in the East and West areas; diesel is down - $ 0.06 in the three areas.

In September, the price of WTI (West Texas Intermediate) in the Gulf Coast of the United States had an average value of $85.15 per barrel, a decrease of + 1.17% over the previous month. In recent weeks, international prices of petroleum products recorded the following changes: + 2.5% in the price of a gallon of premium gasoline, -0.4% in the price of regular gasoline and -1.8% in the price of diesel.

This mixed performance in international fuel prices has been linked to the speculation of geopolitical tensions in the Middle East, coupled with weak demand for energy and an abundant offer of international oil and its derivatives.
In Central America, El Salvador is ranked second in terms of having the lowest prices for gasoline and diesel:

According to the latest report provided by the International Energy Agency (AIE) gasoline stocks went down by approximately 1.7 million barrels per week, but it was not so for distillates and diesel which had a slight increase in their reserves, of approximately 0.8 million barrels per week.
