FTA CA-4 and Canada Halted Again

The change of negotiator by Canada suspended negotiations.

The new representative for Canada announced his interest in negotiating an FTA, discarding all that was negotiated and achieved to date.

The CA-4 is composed of El Salvador, Nicaragua, Honduras and Guatemala.

The executive director of the National Committee of Sugar Producers, Mario Amador, told Laprensa.com.ni, "... that since negotiations with Canada began, at least 10 times the country has changed its chief negotiator, and that situation does not allow progress and agreements to be signed."

The region has unified its decision to exclude from the text possible economic sanctions to be applied for labor law violations.

Raúl Trejo Esquivel, Guatemala's Vice-minister for the Economy, indicated that Canada would like them included while the CA-4 (composed of Guatemala, Nicaragua, El Salvador and Honduras) proposal is to develop supporting policies to improve the application of the region's labor laws.

FTA Negotiations with Canada to Restart in September

Guatemala is coordinating schedules in order to resume free trade negotiations between Canada and the CA-4 countries.

Raúl Trejo, vice-minister for Guatemalan trade, indicated that coordination meetings have already been held in El Salvador to agree a schedule for the twelfth round of negotiations.

Canada FTA Seems Unlikely

FTA negotiations between Canada and the CA-4 are expected to conclude by July, but an agreement seems unlikely.

Experts on international treaties believe that the largest obstacle is the seemingly “rigid” posture taken by Canada.

Enrique Mejía Ucles, from the Honduran Private Enterprise Council, told newspaper La Tribuna that “it will be difficult to land an agreement with Canada, because they want everything ‘plus’, CAFTA ‘plus’, Association Agreement ‘plus’, they want everything just for them”.

Central America Resumes FTA Negotiation with Canada

The 4 countries which compose the so-called “CA-4” (El Salvador, Guatemala, Nicaragua and Honduras) have resumed FTA negotiations with Canada.

The first negotiation round is taking place from today until next Friday, in Canada. This Free Trade Agreement was proposed back in 2001.
