Expansion of Route 27: Restart Negotiations

In Costa Rica, discussions have continued to plan the expansion of the route from San José to Caldera, and it is estimated that the works will require about $600 million in investment.

The 77-kilometer road has been operated by Globalvia since its opening, and according to the authorities' forecasts, if the project were to be executed, work would begin in 2021, which would have a five-year duration divided into different phases.

André Garnier, Minister of Coordination, explained to Nacion.com that "... the intention is that for this year the guidelines of the contract extension are defined, to later endorse this addendum and at the beginning of next year to pass to the stage of designs and tender of the project."

Garnier added that "... The route 27 has the same as many of the other major roads congestion problems in several sectors which are identified, is an issue that requires urgency, then we resumed discussions with the concessionaire. The first thing that was done was an inventory of everything we had."

The current concession contract expires in 2033, but has the possibility of extending to 2058, an issue that should be considered.

Plans are for the 15-kilometre stretch from La Sabana to Ciudad Colón to be extended to six lanes, and the 62 kilometers from Ciudad Colón to Caldera to be extended to four lanes.

The government and the concessionaire Globalvia signed a letter of understanding for the negotiation process of the studies for the expansion of the road from San Jose to Caldera.

It is estimated that the work will cost about $600 million, a cost that would imply an extension of the concession contract for another 15 years, starting from the expiration of the current concession.

In Costa Rica, the H. Solís-TPF Ingeniería consortium proposes to extend a 46-kilometer stretch that connects the bridge over the Virilla River with the Sucio River, a work valued at $643 million and to be paid with tolls for 30 years.

The proposal for the extension of the road section that was presented to the Ministry of Public Works and Transport (MOPT) by the business consortium is still in the analysis phase.

Costa Rica: Extension of Route 27 to Six Lanes

The project must take into consideration the extension to three lanes in each direction of the stretch from Sabana to Ciudad Colón, including bridges, construction of drainage and other works.

The National Concessions Council (CNC) is waiting for the concessionaire Autopistas del Sol to present a proposal with details of the enlargement, after a study concluded that Route 27 is saturated by 70%. 

A Great Opportunity for Costa Rica

The very feasible expansion of the San José-Caldera highway will increase the success of a route that has favorably changed the prospects for real estate development in the west of the capital, and logistics and tourism in the Central Pacific.


An editorial in Nacion.com reports that the concessionaire of Route 27 has now presented "... an expansion project with six lanes between La Sabana and Ciudad Colón and four on the rest of the road which goes to the port of Caldera."
