Exclusions in Peru-Central America FTA

Industrial products will require a period of at least 10 years to lose tariffs, and agricultural goods even more or some form of special treatment.

Eduardo Ferreyros, Peruvian Trade Minister, commented that they “don’t favor exclusions” but acknowledged that a key issue in the FTA negotiation will be dealing with the sensitivities of many productive sectors.

As for the agreement between Costa Rica and Peru, the idea is to avoid exclusions, fostering competition as a way to make companies stronger. “Eventually, Central America’s agricultural sector will request to exclude some products. Evidently, Peru will see no benefit in the treaty if these include goods we want to sell. We want to include them, and if they are too sensitive, we can arrange for a gradual tariff removal”.

In Central America, Peru already has investments for around $10 million in beverages, perfumes, personal care and restaurants, and is interested in reciprocal investments in tourism and services.

Subjects discussed were policy issues related to market access for goods, rules of origin, customs procedures, customs cooperation, sanitary and health certifications, investment, services, temporary visas for businessmen, intellectual property and government purchases.

Costa Rican Industrials and Peru FTA

Within negotiations framework on a possible FTA with Peru, the Industry Chamber of Costa Rica (ICRC) said the new trade agreements should be coupled with the strengthening of administration and promotion mechanisms in order to create potential opportunities for the industrial sector of Costa Rica.

Marco Meneses, President of the ICRC, stated the union´s position with respect to the round of FTA negotiations with the South American country, which are currently taking place in Panama, in a letter delivered to the Minister for Foreign Trade, Anabel Gonzalez, exhibited concern over the choice of partners enabling positive and mutually beneficial trading.

Central America Begins Negotiating FTA with Peru

The first round of FTA negotiations between Peru and the region began on Monday in the Peruvian capital.

Negotiation teams from Costa Rica, El Salvador, Honduras, Panama and Peru are participating. Guatemala and Nicaragua have decided not to join current negotiations, but an accession clause will be included in case they want to join later.
