Getting Ready for the Electronic Billing System

In El Salvador the plan is to implement a pilot plan to test the electronic billing system over the next two months, starting with six companies.

The global project that will simplify 63 processes currently carried out by large taxpayers is expected to be consolidated in the next two or three years, since it is still in the stage of purchasing computer equipment.

Regarding the experience that other countries have had in this matter, Finance Minister Nelson Fuentes explained to Elsalvador.com that " ... It has been demonstrated, in Mexico, Uruguay, Colombia, that (the system) has the capacity to collect and reduce levels of evasion through the digitalization of processes, " he said. "We are talking about how to simplify 63 processes that big taxpayers have to do now when they have all their papers in order. What we are looking for is for big business people to not have to move from their desks."

Luis Caballero, general manager of Softland Central America, affirms that " ... the electronic invoice is a tool with many advantages when it comes to making state institutions more efficient ..." companies must start from today to get all of their billing processes in order because, regardless of the system used for electronic invoices, the systematization of data is a prerequisite'."

Controversy Over Electronic Receipts System

In Costa Rica, more than 20 companies have complained that performance of the Ministry of Finance's electronic receipt system is very poor and that it collapses when companies such as telephone companies process receipts on a large scale at the beginning of the month.

Guatemala: Digital Invoices for Small Taxpayers

The Tax Authority is investigating extending the requirement to use digital media for invoicing for small taxpayers.

The Superintendency of Tax Administration (SAT) said the matter is under review and that bill will have to be drawn up.

Currently only large and medium taxpayers are required by law to use digital invoices.

Costa Rica: 3 Companies Use Digital Invoices

November 2009

In Costa Rica, three companies are using the electronic invoices system: Automercado, Cefa and Softland.

This regulation was proposed by GS1, together with the Treasury Ministry.

"Softland (formerly Exactus), included an electric invoices module in their ERP system one year ago, and started using it with their customers", reports Elfinancierocr.com.
