El Salvador: $23 million Announced for Security

The country's Assembly has agreed to prepare a reform of the Budget Law to use the resources in the Citizen Security Plan.

The institution reported that the resources to be incorporated come from funds pending from the special contributions of the second quarter and from the funds collected in the last quarter, with total resources to be distributed amounting to $22,822,950.

From a statement issued by the Legislature:

During the development of the Finance and Special Budget Committee, it was agreed to prepare a favorable ruling to reform the Budget Law, in order to transfer resources of $22,822,950.00 between government institutions; which come from the application of the Special Contribution for Citizen Security and Coexistence (CESC) and from the Special Contribution to Large Taxpayers for the Citizen Security Plan.

The initiative presented by the Executive last Friday, authorizes distribution of, among others, $7 million to the National Civil Police, $1 million to the Office of the Attorney General of the Republic, $150 thousand to the Public Prosecutors Office and the Office of the Attorney General for the Defense of human rights; $2,849,300 to Penal Centers and $68,250 to the Public Safety Academy ; In addition, $5 million has been allocated to the Presidency of the Republic, which in general terms will be executed by the National Youth Institute.

San Salvador May 24, 2016.- The Central American Bank for Economic Integration (CABEI) and the Government of El Salvador today signed a loan amounting to US $100 million that will facilitate priority investments in infrastructure, basic and specialized police equipment which will increase the coverage of public safety services, reducing crime rates and violence by improving operational capacity and responsiveness.

The Private Security Business in Costa Rica

Between 2003 and 2013 the number of registered services to provide private security companies increased 13 times.  

A report by the Comptroller General of the Republic specifies that added to companies providing security services are also individuals registered as agents, which to date amounts to 29,582 people.

In El Salvador, the state budget allocated to security is $500 million a year, while the total amount invested by private enterprises for self-protection is $600 million.

"The combined budgets (National Civil Police, the Attorney General's Office and the Armed Forces of El Salvador) total about $500 million and the private sector invests over $600 million annually on security issues," said Jorge Daboub, president of the National Association of Private Enterprise (ANEP).
