Difficulties with Electronic Receipts

Lack of Internet access in some areas of Costa Rica is hindering use of the electronic receipt issuance system, which in November must be implemented by all companies.

In March the Ministry of Finance reported that between September and November of this year all companies in the country had to start using the compulsory electronic billing system.

The new process consists of issuing a sales receipt at the time of sale, which must be sent instantly to the customer via email. However, some companies and entrepreneurs do not have access to the internet, which has complicated the billing process.

This problem is arising, among other places, in the dairy sector. Alvaro Coto Keith, president of the National Chamber of Milk Producers, explained to Nacion.com that " ... the average age of food producers is over 50 years old, it is difficult for them to deal with complex software, like the one that the Treasury offers for generating electronic receipts for free, and some do not have an internet signal in the place where they work which is needed to send the receipt."

For these reasons, the union of businessmen have proposed a legal interpretation, by means of which dairymen would be allowed to be considered as part of the agricultural sector and therefore not have to submit an electronic receipt.

The article reports that "...Tourism entrepreneurs also face difficulties because they have to deliver the electronic receipt at the moment they offer the service, but many do not have connectivity due to their location or do not have a consistent quality signal. Sary Valverde, president of the Chamber of Tourism, explained that companies have looked for alternative solutions, but at the moment they have not been able to find any."

Registration for Electronic Billing Regime

September 2018

Starting next month, companies and individual taxpayers in Guatemala will be able to enroll in the online electronic billing system, which for the moment is not mandatory.

Starting from January 15, 2018 all clinics, medical centers, private hospitals and veterinary services must have the new electronic billing system ready.

Costa Rica: Mandatory Electronic Invoicing for Some Companies

It has been announced that from March a group of large taxpayers will have to start using the electronic billing system mandatorily.

According to the Directorate General of Taxation, they will begin with a group of companies considered large taxpayers, who have already received training to implement the use of electronic invoices starting from March.
