Difficulties in Customs Do Not Stop

Since there are still difficulties arising from the implementation of the Single Central American Declaration, the Contingency Plan for DUCA F and DUCA T was extended until 17 June.

Central American customs authorities agree to maintain in force the Contingency Plan for DUCA F and DUCA T, until June 17, 2019, at 23:59 hours. If the Contingency Plan is used, we suggest that you make sure that you arrive at the destination country with the DUCA F and DUCA T duly processed and the supporting documents," explains a statement from Agexport. In this context, the Federation of Central American Chambers of Commerce (FECAMCO) asked the authorities of the region to resolve the situation efficiently and definitively.

June 5, 2019. The Federation of Central American Chambers of Commerce deeply concerned about the multiple problems in the implementation of the Single Central American Declaration DUCA, urges the customs authorities of the region to efficiently and definitively solve the situation.

A month after the implementation of this initiative, difficulties persist for users at border posts, this not only generates delays in the transfer of goods, but in the increase in price of products. This whole situation may even lead to smuggling, corruption and illicit trade that affects the region so much.

It is necessary that the work carried out by the technical groups in the revision of the DUCA-T fillings focus on the simplification of the form, seeking to reach consensus that will allow to speed up trade. This makes it important that in this new version the private sector is actively taken into account both for its formulation and in the respective pilot tests that are necessary so that these new adaptations are functional for each of the agents involved.

Although the regional authorities have made efforts to solve the situation, this has not been enough and we vehemently request the authorities to maintain the regional contingency in a manner that will coordinate with each and every one of the instances of the region, until the systems manage to operate efficiently.

Customs: Contingency Plan Finishes

After having been extended several times, the contingency plan for DUCA F and DUCA was finalized on July 8, however, there is uncertainty because the platform is not fully operational.

The entry into force of the Central American Single Declaration at the beginning of May generated delays in the import and export processes, so it was decided to activate a contingency plan at the Central American level.

Customs Problems: Contingency Plan Expanded

Until May 20, the validity of the regional contingency plan was extended to customs, which was activated because of the difficulties generated by the use of the Central American Single Declaration.

Since May 7, when the Single Central American Declaration (DUCA) was implemented at the regional level, the situation in customs has been complicated, because of multiple difficulties reported in the import and export processes arising from the implementation of the new system.

Because the entry into force of the Central American Single Declaration has generated delays in the import and export processes, a contingency plan will be implemented at all customs offices in the region.

By agreement of the Council of Ministers of Economic Integration (COMIECO), on May 7 the Single Central American Declaration (DUCA) was implemented at the regional level, a situation that has generated many difficulties arising from the implementation of the new system in the import and export processes.
