Customs Problems: Contingency Plan Expanded

Until May 20, the validity of the regional contingency plan was extended to customs, which was activated because of the difficulties generated by the use of the Central American Single Declaration.

Since May 7, when the Single Central American Declaration (DUCA) was implemented at the regional level, the situation in customs has been complicated, because of multiple difficulties reported in the import and export processes arising from the implementation of the new system.

On the matter, the Secretariat of Central American Economic Integration (Sieca) informed that "... still persist problems in the transmission of data reason why, the customs services and the SIECA, consider of vital importance to maintain active the regional contingency plan for the operations that still report inconveniences in the electronic transmission of the DUCA."

The Sieca press release states that "... Considering the above, the validity of the regional contingency plan is extended until 23:59 hours on Monday, May 20, 2019."

Delays in customs have generated multiple losses, since Alejandro Ceballos, president of the Costume and Textiles Commission (Vestex) of Guatemala, told Prensalibre.com that "... 800 containers with cargo for about US$100,000 (Q751,000) each were stopped last week. In total the cargo reached US$80 million (Q600.8 million). This cargo of different types of clothing was destined for the United States, Honduras, El Salvador and Nicaragua."

Ceballos added that "... For arrears there are fines of 10% on the contract, in addition to the delay in the use of containers must pay US$400 fine for each. In the end that series of fines becomes losses, and a lot was lost'."

At the end of March, a report was made that the Council of Economic Ministers (COMIECO) agreed to postpone to May 7, 2019, the entry into force of the Single Central American Declaration (DUCA), which had initially been set for April 1, 2019.

Customs Offices Should be Open 24/7 for Cargo

In order to expedite intraregional trade it is necessary for customs offices dealing with cargo freight, to be open all hours, just as immigration customs offices are.

A study commissioned by the Federation of Chambers of Commerce of Central America (Fecamco) concluded that there are 87 barriers to trade in the region, one of the major ones being operations of the systems at customs offices at borders, followed by bureaucratic requirements and lack of adequate infrastructure.
