Costa Rica: Setting Up a Company is Faster

With the implementation of the commercial license process, the time it takes to formally set up a company in the cantons of Abangares, Cañas, Tilarán, Bagaces, Liberia and La Cruz has been reduced from 40 to 7 days.

The Ministry of Economy explained in a statement that in addition to a reduction in the time that takes to formalize a company, an improvement has also been made in the time it takes to undertake the process to obtain construction permits. 

"... Until a few months ago, obtaining a commercial license and building permit in these cantons meant that citizens had to carry out multiple procedures and requirements and visit various institutions several times before obtaining the coveted endorsement to start their projects."

"... In the case of obtaining a Commercial License, the requirements have been reduced -from 27 to 12-, the creation of a single form and a single window in each municipality was achieved (avoiding visits to several institutions), the preparation of procedure manuals and guidelines for users and the establishment of a regional improvement committee to ensure the sustainability of the project over time; thanks to an initiative by the Ministry of Economy, Industry and Commerce, (MEIC), with support from the Ministries of Health, and Agriculture and Livestock (MAG)."

"... In addition, local governments agreed to use, as the only means of obtaining a construction permit, the "Administrador de Proyectos de Construcción (APC)", achieving a 58% reduction for obtaining a permit, thanks to support from the Federated College of Engineers and Architects."

The Much Promised Simplification of Procedures

The Costa Rican government has announced successes in de-bureaucratizing the country, but employers say that in reality plans to make it happened haven’t actually been put into action.

The business sector does acknowledge that some progress has been made, but is asking for better coordination between the different entities involved in issuing permits.
