Costa Rica: Digital platform for Foreign Trade Procedures Delayed

The platform to digitize and centralize export formalities will not be completely ready before the end of the year.

Since its launch in February 2014, only half of the Foreign Trade Single Counter platform has been running and it only allows processess to be carried out digitally in 5 out of the 44 technical documents for export products.

The documents which can be processed for now correspond to ".... export of agricultural products, coffee exports, agro exports, and export and import of seeds."

Jorge Sequeira, general manager of the Foreign Trade Office (Procomer) said in Elfinancierocr.com that "Although at first glance ... 5 out of 44 technical documents does not seem a lot, these account for 80% of all procedures made by the commercial sector."

"... Representatives of business and entrepreneurs polled by EF, agree that the counter was expected to be in full operation already. Segnini Monica, president of the Chamber of Exporters (Cadexco) said that" ... 'we very gratefully welcomed the project, but we are concerned that it is not yet being used by most of the sectors, seeing as such a big investment was made. "

Pilot Testing for the Customs Simplified Procedure

As part of a pilot plan in Nicaragua eight companies have started using the Foreign Trade Single Window system, a platform that allows pre-customs procedures to be carried out.

The window that is expected to start operating in the middle of the year will allow for procedures to obtain permits and documents needed to export or import to be done online, including payments in banks and institutions via an online platform.

By mid-year the Single Window for Foreign Trade could be functioning, enabling online procedures to be used for obtaining permits and documents required for export or import.

The Ministry of Development, Industry and Trade (MIFIC) announced that in May pre customs formalities for exports and imports in Nicaragua will be able to be done online through the Foreign Trade Single Window (known as VUCEN in Spanish).

Guatemala: Is the Agile Import Window Useful?

A month after having implemented it only 12% of importers have registered and less than 1% of users use it for their foreign trade operations.

To date only 4,700 users have registered their company details with the VAI electronic platform designed to handle the issue of non-tariff import permits.

Costa Rica Centralizes Foreign Trade Procedures

An announcement has been made of a beta version of a digital platform for paperwork and export permits which is integrated with related institutions.

From a press release by the Ministry of Foreign Trade of Costa Rica :

This morning (yesterday) PROCOMER launched the beta version of Single Window for Foreign Trade (VUCE) 2.0 a project that will revolutionize the export sector and domestic importer, offering an interoperable platform ( with approvals in minutes) between the 16 state institutions state that are involved in foreign trade procedures.
