Costa Rica: Road Construction Awarded for $141 million

A previously called into question local company offered lower prices than international consortia who also submitted bids.

The Ministry of Public Works and Transport (MOPT) has awarded to the consortium Hernan Solis-La Estrella the construction of the northern stretch of the ring road, at a cost of $141 million. Work will begin in the first months of 2015 and will take 18 months.

The construction company Hernan Solis has been cited in the past for winning from the Costa Rican Ministry of Transport a very large percentage of the road contracts given out by this Ministry.

The calendar established by the MOPT states that "... the process must pass the period of appeals by unselected companies then be approved by the Comptroller General of the Republic (CGR). The construction company Hernan Solis has six months to make the design."

Hernan Solis SRL and Ingenieria Estrella S.A. won the contract to widen 50 kilometres of the road from Barranca to Limonal, and 3 kilometres from La Angostura, between El Roble and Barrio El Carmen, in the province of Puntarenas.

The works on the Interamericana Norte will last 30 months, from the start order, while the extension of La Angostura should be ready in a 12 months’ period, informed the Ministry of Public Works and Transport (MOPT).

Three International Tenders for Road Works in Costa Rica

The Mexican company ICA, the Dominican La Estrella, the Chinese Sinohydro and two Costa Rican construction companies are bidding for road works projects worth $115 million.

Codocsa To Carry Out Works on Ringroad

For an amount of $6.3 million, the company will design and build a six lane bridge in the sunken area of ​​the ring road in the Costa Rican capital.

The works which will have to be completed in no more than six months also include drainage structures and water control.

This solution is not the same as the one which the Ministry of Public Works and Transport (MTOP) had initially identified as the "best option".
