Costa Rica: Main Road Concession Under Evaluation

The Ministry of Public Works has not ruled out granting in concession the extension of the Florencio del Castillo highway, a project estimated at $350 million.

The law to develop a public works development trust for the expansion of the road to Cartago contemplates the possibility of using a concession to develop the project.

Carlos Villalta, Minister of Public Works and Transport, told Nacion.com that "... in six months or so, we will have the results of a technical study that will help define how to pay for the road, estimated at $350 million, from the connection in the Social Guarantees Roudabout to El Guarco, Cartago. "

"... The details of any concession such as the term, the toll collection fees and the number of stations will not be determined until feasibility studies have been completed. Until that happens, the National Concessions Council -a body attached to the MOPT- will manage two trust funds for expropriation and construction of 2 kilometers between Hacienda Vieja, Curridabat and the Social Guarantees Roundabout, in Zapote. "

The government and the concessionaire Globalvia signed a letter of understanding for the negotiation process of the studies for the expansion of the road from San Jose to Caldera.

The Chinese construction company CHEC will finance the cost of the environmental impact study in order to unfreeze the project to expand 100 kilometers from San José to Limón.

The goal of the construction company China Harbour Engineering Company (CHEC) is to avoid further delays to the start of the project to expand and renovate 107 kilometers of road in the province of Limón on Route 32. Lack of resources at the Ministry of Public Works and Transport prevented any progress being made in this process, which in turn is a prerequisite for the Chinese bank Eximbank to hand over the $395 million with which the work will be financed.

Costa Rica: Road Projects Stopped for Lack of Funds

Several infrastructure projects cannot be started until the Legislative Assembly approves a $850 million loan from the IDB and a $52 million one from CAF.

These projects are the highway to Heredia, the new road to San Carlos, the link between Bajos de Chilamate-Vuelta Kooper, concluding the northern Ring Road (Circunvalación) and enlarging the Florencio del Castillo Highway.
