Costa Rica Files Appeal for Reinstatement in SIECA Case

The Government filed a motion to rescind the appointment of Ernesto Torres Chico as head of SIECA.

"What we're asking for is the application of due process, transparency and respect for institutions, so not to impose a Secretary General in violation of the procedures and mechanisms established in the Central American instruments" said Minister of Foreign Trade, Anabel González.

"The appointment of a new secretary of SIECA must follow a competitive process to ensure selection of the best candidate, moreover, it must have technical support from INCAE in the study and evaluation of candidates for office, in order to restore credibility to the Central American Integration System," explained the Minister.

Costa Rica states that the decision of January 13 by COMIECO
"has irreparable defects, which consist of flagrant violation of the rules and procedures for the convening of such meetings and violates the rule of consensus by all members for the appointment of the Secretary General of SIECA," for these reasons, the appeal promptly requested:

1. To Immediately convene a special meeting of COMIECO, on a consensus date, to hear and rule on this appeal for reconsideration.

2. Revoke and cancel any effects of resolution 1-2011 (COMIECO) of last January 13, 2011.

3. Immediately cease any actions resulting from that decision, including acts of office by the Secretary General illegally appointed.

Businesses Reject Current SIECA Head

The Federation of Central American Chambers of Commerce (FECAMCO in Spanish) demands that a new SIECA head be appointed in line with the relevant institutional guidelines.

A press release by FECAMCO states that, "the institutional foundations of Central American integration have been weakened by the failure of proper legal procedures to be followed in the appointment of the head of the Secretariat of Central American Economic Integration (SIECA)".

The trade Minister of Costa Rica said that the "better governance process" in SIECA, initiated by Yolanda Mayora, had "raised antibodies" at the regional institution.

The Central American Chambers of Commerce Federation called to suspend financial aid to SIECA.

In replacing Yolanda Mayora at the direction of the Central American Economic Integration Department (SIECA), FECAMCO issued the following statement:

"After 50 years aiming at regional integration in Central America, recent events in the Central American Economic Integration Department and the actions of the COMIECO Ministers as well as the Presidents of the region have deeply weakened the institutional foundations of our integration, violating legal procedures and, especially, breaking the spirit of integration of the institution which oversees the progress of this historical regional unity.

Sieca Named New Director

January 2011

Following the resignation of Yolanda Mayor, Ernesto Torres Chico was appointed director of Comieco.

The foreign ministers of El Salvador, Honduras, Nicaragua and Guatemala, and the ministers of Comieco, except Costa Rica, accepted the resignation of Mayora de Gavidia as director of the Central American Economic Integration Department (SIEC).
