Costa Rica: Extension of Route 27 to Six Lanes

The project must take into consideration the extension to three lanes in each direction of the stretch from Sabana to Ciudad Colón, including bridges, construction of drainage and other works.

The National Concessions Council (CNC) is waiting for the concessionaire Autopistas del Sol to present a proposal with details of the enlargement, after a study concluded that Route 27 is saturated by 70%. 

Crhoy.com reports that "... 'The agreement was made in December 2016 by a commission formed by the Council, the Conavi, LANAMME, the College of Architects, Geologists and the Construction Chamber.  Silvia Jimenez, Technical Secretary at the National Concessions Council, explained that "... we still do not know what the cost of the enlargement is nor whether toll prices will increase. In order to define that , the expansion project needs to be made concrete and its needs to be reviewed by the authorities."  

"... The company Globalvia (Autopistas del Sol) will have to bear the costs of enlargement. The work will start in early 2019 and will be ready in 2021."

The government and the concessionaire Globalvia signed a letter of understanding for the negotiation process of the studies for the expansion of the road from San Jose to Caldera.

It is estimated that the work will cost about $600 million, a cost that would imply an extension of the concession contract for another 15 years, starting from the expiration of the current concession.

In Costa Rica, discussions have continued to plan the expansion of the route from San José to Caldera, and it is estimated that the works will require about $600 million in investment.

The 77-kilometer road has been operated by Globalvia since its opening, and according to the authorities' forecasts, if the project were to be executed, work would begin in 2021, which would have a five-year duration divided into different phases.

Without having read the contract with the construction company and ignoring final costs, the Legislature has approved the loan with the Chinese government to finance the extension of the road to Limón.

The loan with the government of China for $485 million is tied to a commercial contract with the Chinese state-run construction company CHEC, highly questioned not only technically but at the legal level, since it is one of the companies "... included in the list of companies ineligible for dealing with the World Bank until 2017 because of fraudulent practices in the Philippines ".
