Costa Rica: Construction Plans to be Processed Online Only

From the March 17 processes for construction plans must be performed exclusively through the Construction Project Manager digital platform .

From a press release from the Association of Engineers and Architects of Costa Rica (CFIA):

From next Sunday March 17, the processing of construction plans will be done only through the Internet, as established in the regulations for Review of Construction Plans. This legislation was published on June 17, 2011, by Executive Decree No. 36650-MP-MIVAH-S-MEIC.

The decree states that the processing of plans in public institutions and the CFIA must be done through the digital platform known as 'Administrador de Proyectos de Construcción ' (Construction Project Manager) or APC by its intials in Spanish. From the second half of 2011, institutions like the INVU, the Ministry of Health, the Fire Department, and Water and Sewerage department, and the CFIA will electronically revise a single set of documents, without requiring the submission of physical plans to any of the institutions .

"The digital processing of plans is an essential tool to improve competitiveness in the construction sector. Many investors prefer to build in other countries because their processes are more efficient, but now Costa Rica has a modern system that allows us to compete in this area," said Mr. José Guillermo Marín, President of the CFIA.

A new web platform has been presented to register architectural plans in digital format with the National Registry.

The Association of Engineers and Architects (CFIA by its initials in Spanish), the College of Engineering Surveyors (CIT in Spanish) and the National Registry office have presented a new electronic digital registry system for surveys and plans to be submitted to the National Registry. The procedure will be carried out through the platform known as ' Administrador de Proyectos de Topografía (APT)' (Project Management for Surveys), belonging to the CFIA, and which enables users across the country to register online, without having to go to the office of the National Registry in Zapote.

Filing plans can be done on the Internet, reducing waiting times for starting construction works.

With this new measure it will no longer be necessary to submit plans in each of the institutions that must review them in order to grant permits, but instead, plans will be submitted via the digital platform of the Association of Engineers and Architects, where they can be reviewed concurrently by all parties involved.
