According to the official document, Phase 0, which is called "De-escalation Preparation", will provide relaxation of the confinement measures that will allow relief to citizens and workplaces, allowing mobility outside the home.

Phase I, "Beginning of De-escalation", will allow the partial opening of economic activities and work centers such as commerce or counter services, restaurants and cafeterias, professional sports activities and tourist accommodations.

Phase III, "Opening to New Normalcy", provides for the opening of all economic activities and work centers, maintaining security measures and social distancing in a geographical territory.

For the applications of these phases, the companies will have to implement a system of screening of employees at the beginning of the day, which evaluates suspicious symptoms and the temperature of the employees.

Article 12 states that "... employees or workers confirmed to be ill with covid-19, symptomatic or asymptomatic, should not return to work until they have met the criteria established for discontinuing the isolation."

There are no established dates for moving from one phase to another, as this will be subject to compliance with health indicators.
