Companies to be Prequalified to Build Hospital del Niño

The Panamanian government has decided to submit to a prequalification process all companies interested in the tender to build and equip the new medical center.

The controversial tender, which for several reasons has been delayed for several years, will now be run using a pre-qualification process. See: "Hospital Tender Delayed".

From a statement issued by the Presidency of Panama:

A resolution that establishes that the companies aspiring to take part in the public act for the development of the project to construct and equip the new Hospital del Niño, maternity Hospital Santo Tomás and annexed areas, should be submitted to a prequalification process, was approved yesterday by the Council of Cabinet.

At its meeting on Tuesday, the Cabinet agreed that due to the complexity and magnitude of this project, every company interested in the "Construction, Equipment and Maintenance of the New Children's Hospital, la Maternidad del Hospital Santo Tomás, Restoration of the Gardens and Remodeling of the La Abeja building", must participate in the prequalification process.

Children's Hospital: New Delay in Tender Process

In Panama, the Ministry of Health was ordered to set up a new evaluation commission to examine the proposals presented at the public ceremony, which has not been awarded for five years.

After several problems occurred in the previous processes, the Ministry of Health of Panama announced a new tender to build and equip the new Children's Hospital.

The new public procurement process must be carried out because the General Directorate of Public Contracting (DGCP) annulled the reports drafted by the commission evaluating companies interested in participating in September and November 2018.

In the latest analysis to select the companies eligible to build the New Children's Hospital in Panama, the New Children's Hospital and FCC America Children's Hospital Consortia were pre-qualified.

After the report of the Verification Commission, which in September evaluated the companies interested in the work, was partially annualized, a new analysis was ordered.

Another Setback for the Children's Hospital

Due to the fact that the company China Camc Engineering Co. Ltd. filed an appeal, suspension of the act for prequalification of the work, estimated at $281 million, has been ordered.

The General Directorate of Public Procurement decided to accept the Appeal Suit submitted by the representative of the Chinese company Camc Engineering, against the evaluation report for the act for the "Prequalification for studies, construction, equipment and maintenance of the new Children's Hospital, Maternity of the Hospital Santo Tomás, and annexed areas, restoration of the gardens and remodeling of the Abeja building".
