Companies Prequalified for Roadworks in Guatemala

A tender is being launched for a project to renovate, manage, operate, maintain and provide additional works for the Escuintla-Puerto Quetzal highway.

Guatemala Government Purchase 5414121:

"The National Agency of Partnerships for Economic Infrastructure Development (ANADIE) is inviting individuals and legal persons who meet the requirements of these Prequalification Rules, to express their interest in participating in the prequalification phase, which aims at, prior to the eventual opening of bids, creating a list of prequalified entities who may participate, as appropriate, in the Tender Project of the Partnerships for Economic Infrastructure Development called "renovation, management, operation, maintenance and additional works for the highway Escuintla-Puerto Quetzal with toll collection," which has the objective of improving, acquiring right of way, operating and maintaining the 2 tracks that make up the stretch of road Escuintla - Puerto Quetzal, whose administration and road management will be financed through tolls.

In this regard, private participants will be obliged to:

a) Renovate each of the 2 lanes on each of the highways; 

b) Construct the identified traffic distributors in the form of flyovers; 

c) Construction of toll booths; 

d) Improve the existing infrastructure in order to maintain an adequate level of service to users during the duration of the alliance for the development of economic infrastructure, and essential services be provided such as first aid, paramedic ambulances, cranes, rest areas, SOS stations and other works as specified in the tender documents in accordance with the pre-investment study;

e) Take and implement all the measures related to environmental impact mitigation;

 f) Maintain standards for signaling according to the manuals of the General Directorate of Roads (DGC) at the Ministry of Communications, Infrastructure and Housing (CIV); 

g) Meet the standards of routine maintenance and periodic maintenance that will be required by the relevant regulations, so that at the end of the partnership for the development of economic infrastructure contract in the process of reversal of goods, the State will have the asset in optimal conditions."

The deadline for receipt of bids is November 21, 2016.

Bureaucracy Threatens Highway Concession

Because of the lack of progress in Congress and the fact that 2019 is an election year, there is a risk in Guatemala that the concession to rehabilitate and operate the Escuintla-Puerto Quetzal Highway will not be granted.

Highway Concession Confirmed

In Guatemala, confirmation has been given of the award of a contract to renovate and manage the Escuintla-Puerto Quetzal highway with tolls, to the Consortium Autopistas de Guatemala.

In a meeting held on August 6, the National Council of Partnerships for the Development of Economic Infrastructure (Conadie), unanimously decided to approve the actions of the Evaluation Commission that decided to award the Consortium Autopistas de Guatemala the contract for the renovation and administration of the road section.

Progress in the Escuintla- Puerto Quetzal Tender

The tender act for the construction and operation of the Escuintla-Puerto Quetzal highway, in Guatemala, could take between October and December, and there are already five prequalified builders.

The National Agency for Alliances for Development (Anadie) has announced that they are in the process of revising the draft of the project, and that the tender could be launched at the end of the year, between October and December.
