Companies Confirmed to Tender Children's Hospital

In the latest analysis to select the companies eligible to build the New Children's Hospital in Panama, the New Children's Hospital and FCC America Children's Hospital Consortia were pre-qualified.

After the report of the Verification Commission, which in September evaluated the companies interested in the work, was partially annualized, a new analysis was ordered.

The review confirmed that the pre-selected consortia are New Children's Hospital and FCC America Children's Hospital, and the companies discarded were Posco-Samsung (Korea), Acciona Construcción (Spain) and China Camc Engineering (China).

Regarding the result of the evaluation, the general director of Public Contracting, Eduardo Corro, explained to Prensa.com that "... The evaluation commission confirmed its original decision, in other words, to approve the two consortia already pre-qualified [New Children's Hospital and FCC America Children's Hospital], which means that Minsa now has to continue with the tender process."

The article reviews that ".... However, Corro did not exclude that the not pre-qualified companies could again file claims regarding other issues inherent to the process. On the other hand, the director of the hospital, Paul Gallardo, described the decision of the commission as "good news" and said he hopes that no more claims will be admitted."

Concerning the claims of the companies that did not benefit from the pre-selection, Acciona Construcción, S.A. filed an action against the partial evaluation report of the prequalification act.

The document published on November 9 in PanamaCompra states that "... Acciona Construcción, S.A. complies with the mandatory requirements of experience and financial capacity and claims that the Verification Commission of the Prequalification Act did not comply with the provisions of the Prequalification RFP."

Acciona Construcción, S.A.'s proposal was the best qualified in the tender for the construction and equipment of the new Children's Hospital in Panama.

The CAMCE Consortium's proposal totaled $613 million and that of Consorcio Acciona Construcción, S.A. was $614 million, both presented at the public ceremony held on April 15.

In September, it was reported that the General Directorate of Public Contracting decided to admit the Complaint Action presented by the representative of the China Camc Engineering Company, against the evaluation report of the act of "Prequalification for the studies, construction, equipment and maintenance of the new Children's Hospital, the Maternity Hospital of Santo Tomas, and adjacent areas, restoration of the gardens and renovation of the Abeja building."

Another Setback for the Children's Hospital

Due to the fact that the company China Camc Engineering Co. Ltd. filed an appeal, suspension of the act for prequalification of the work, estimated at $281 million, has been ordered.

The General Directorate of Public Procurement decided to accept the Appeal Suit submitted by the representative of the Chinese company Camc Engineering, against the evaluation report for the act for the "Prequalification for studies, construction, equipment and maintenance of the new Children's Hospital, Maternity of the Hospital Santo Tomás, and annexed areas, restoration of the gardens and remodeling of the Abeja building".

Six Companies Interested in Building Children's Hospital

Consorcio FCC Américas, Consorcio Posco - Samsung and China Cams Engineering, are three of the six companies seeking to participate in the prequalification process to build the hospital, estimated at $281 million.

Companies interested in participating in the prequalification act are Consorcio Hospital del Niño (Portugal), FCC Americas Consortium Hospital del Niño (Spain), Consortium Posco - Samsumg (Korea), China Cams Engineering Co. Ltd. (China), Consorcio Hospital ChQC Panamá (China) and Acciona Construcción, SA (Spain).
