Commission Created to Revive the Construction Industry

In Guatemala, the Ministry of Economy temporarily created the Interinstitutional Commission to Contribute to the Economic Reactivation of the Construction Sector, which will be integrated by representatives of nine entities.

The purpose of the Commission is to promote coordination actions among the Ministries and Institutions related to the construction sector, in order to streamline the administrative management of each one of them.

The Commission will be integrated by:

-Minister of Economy, who presides, convenes and coordinates it.
-Minister of Environment and Natural Resources.
-Minister of Culture and Sports.
-Minister of Energy and Mines.
-Minister of Public Health and Social Assistance.
-General Director of Civil Aeronautics.
-Executive Secretary of the National Council of Protected Areas.
-Executive Secretary of the National Coordinator for the Reduction of Disasters of Natural or Provoked Origin.
-Registrars of the General Registry of Central Property.

The Commission, which was created by Governmental Agreement 105-2021, has the attribution of discussing guidelines on the services provided by state institutions or other institutions related to the construction field.

The Commission will also have the attribution to promote the simplification of procedures and the implementation of electronic platforms, electronic signature and others that expedite the issuance of permits related to obtaining the municipal construction authorization. See full article.

The Guatemalan government expects that in the first two months of 2019, all procedures related to the issuance of construction permits can be carried out online.

Representatives of the Ministry of Economy (Mineco), reported that the plan is that through the Ventanilla Única de la Construcción, construction companies can process licenses digitally.

A bill by the Morales administration in Guatemala proposes creating an agency that would manage issues of commercial promotion, competitiveness, investment attraction and country brand.

Representatives from the Ministry of Economy presented in Congress a proposal for a Law to create the Institute for Commercial Promotion, ProGuatemala, which would absorb the functions and staff that at the moment execute the National Program of Competitiveness.
