From a statement issued by the Ministry of Economy of El Salvador:

The reference prices for gasoline and diesel in the current fortnight show decreases of up to - $0.09 reacting to geopolitical, monetary, supply-demand and excess global production factors which repeatedly affect the price of oil and its derivatives, at present the effect of instability and volatility in prices is due to:

An increase in non-conventional drilling activity in US oil basins, especially those located in Texas, the main contributor to the growth of oil production. Click to interact with graphicsClick to interact with graphics

In addition, there is an increase in reserves of oil products in the United States and abundant crude oil from Libya and Nigeria, which focus on the world oil market.  At the end of last month, the OPEC extended its cut of 1.8 million barrels per day until March 2018, after an agreement made last November failed to balance the market in the face of the global oil supply.

Therefore, the reference prices will be continue to see highs and lows until the oil market manages to eliminate and balance from the overabundance of supply.
