"The Ministry of Education of Guatemala requires telecommunications service for internet interconnection and digital links with the following technical specifications:

* Data transmission computer network interconnections for applications on development platform, with Ethernet format and power supply 120 VAC, 60 Hz.

* Information to be transmitted on the primary Internet links of the Ministry of Education, with electronic format, antivirus and security applications.

* Central link with bandwidth capable of handling 100% of the remote links.

* Equipment will have features to support remote links and central link.

* Equipment shall have Ethernet 10/100/1000 base T data transmission.

* The Contractor must own all infrastructure (post, cabling and ductwork) at the sites where transport is required, contractors using third party infrastructure or using wireless technology for link communication will not be allowed.

* The bidder must have its own infrastructure necessary to operate.

* The bidder's network must have been offering services for more than five years to ensure that the network is stable, including the bidder's experience providing MPLS services.

Foreign visitors to Costa Rica have "absolutely no chance" of obtaining a temporary cellphone through official channels, according to Anabel Zumbado, client services manager of the Costa Rican Residents' Association.

Applications get bogged down in the red tape that surrounds Costa Rican migration procedures, and there are substantial delays in getting pre-paid services online.

Panama aims for portable cellphone numbers

Panama will have to establish the portability of cellphone numbers before two new operators are allowed into the market, said Manuel Troitiño, telecommunications director of the National Public Services Authority (ASEP).

Portability was one of the recommendations of the Colombian consultancy, Swedtel, that carried out a recent study of Panama's cellphone market.
