Braswell Shipyard Tender Suspended

The Pacific Dry Docks Mec consortium had submitted a complaint against the public best value tender for the award, development, management and operation of the old Braswell Shipyard in the Pacific, which has been received by the General Directorate of Public Procurement (DGCP in Spanish).

The tender has been suspended until PanamáCompra resolves the issue, reported Panamaamerica.com.pa.

The bid by Mec Pacific Dry Docks had not been accepted by the Panama Maritime Authority (AMP) and the Evaluation Commission for allegedly not meeting the exact deposit amount.

"The complaint filed states that in the bond proposal they submitted there was an inadvertent error in the maximum amount guaranteed. The DGCP has received the complaint and is now waiting for the AMP to forward the report of conduct and once received it will have five working days to respond," reports Diana Diaz on Panamaamerica.com.pa.

The reference price was $50,000 per month in rental fees and the award period established was 20 years with an annual increase of 5%, in addition to a payment of 3% of gross revenue during the concession period.

MEC Shipyards has Best Offer for Panamanian Shipyard

The consortium MEC Shipyards submitted the best offer in the tender for the 20 year concession of the shipyard located in the Balboa complex.

The Evaluation Commission of the tender process presented a report which indicates that the consortium MEC Shipyards consisting of the Panamanian company Marine Engineers Corporation and MEC Balboa Shipyard of the Kardonski group, submitted a bid for $99.1 million for the 20 year concession or $250 thousand a year. The score was 91 points awarded out of a total of 100.

New Bids on Former Braswell Shipyard

In a second tender created by the Panama Maritime Authority to grant the administration and operation of the yard in Balboa, four companies have participated.

The bidders are the same as in the first tender, with the only difference that MEC Shipyards (formerly MEC Dry Docks) has now partnered with the Kardonski group instead of IBT.

Proposals for Balboa Shipyard Rejected

The three companies that participated in the tender called by the Panama Maritime Authority have been disqualified for "not meeting requirements."

The consortium Panamá Drydock, consortium Astillero del Pacífico (Astipac) and Talleres Dry Docks were the companies that did not meet the requirements for the award, according to an evaluation by the commission of the Panama Maritime Authority (AMP).

More Complaints Over Balboa Shipyard Tender

Talleres Dry Docks, one of the four bidders, argues that the bid put forward by Astipac, the likely winner, should be rejected for not meeting the required deposit amount.

The Public Procurement Directorate (DGCP in Spanish) has received a second appeal by another participant in the tender for the Balboa shipyard, formerly known as Braswell Shipyard.
