An article in Laprensa.com.ni reports that "According to reports from international agencies reproduced in the Nicaraguan press, Morales's statements were given after a meeting of representatives from the secret services in Moscow."

Information published in Rt.com noted that following meetings in Moscow with Nicaraguan Police Chief Aminta Granera, the head of the Federal Service for Drug Control in Russia, Viktor Ivanov said his country was ready to "provide equipment and weapons to Nicaragua in the global fight against the scourge of drug production and continuous smuggling. Cooperation with the Central American country 'comes down to the question of weapons, uniforms and equipment for the police'. "

The Tigr is a multipurpose highly mobile military vehicle, manufactured by the Military Industrial Company LLC (GAZ). It is the military version of the GAZ-2330 "Tigr" and has very similar characteristics to the U.S. military version of the Hummer, called the Humvee.
