Another Obstacle to the Fourth Bridge over the Canal

The National Assembly created a commission to investigate the public contracting process by which the Panama Fourth Bridge Consortium was awarded the contract for the design and construction of the fourth bridge.

After multiple delays in the tender process, the Varela administration and the Panama Cuarto Puente Consortium, made up of China Communications Construction Company LTD and China Harbour Engineering Company LTD, signed the contract for the work in question in November 2018.

However, the start of the work could be delayed again. The National Assembly's Commission on Public Infrastructure and Canal Affairs approved the creation of a subcommission to investigate public procurement, arguing that there are several indications of corruption against the winning companies.

Prensa.com reports that "... The commission will have 15 days from Monday, August 26 to do this work. The decision was made on the morning of Friday, August 23, during the appearance of the consortium before the commission to respond to a survey of 11 questions about the project.

The article adds that "... Jennifer Croston, legal advisor to the group of companies, said they should investigate before giving information about it."

According to the event documentation, the project consists of the design and construction of a bridge that crosses the Panama Canal and its accesses and connections with the existing roads to the East and West of the Canal, located to the North side of the existing bridge in the Americas. The main section of the bridge, which crosses the Canal, will be of the steel arc type with a 4% slope. The winning proposal amounts to $1.420 millions.

Another Appeal in Fourth Bridge Tender

In addition to the objection presented by the Astaldi - Daelim Consortium, a legal case has now been filed by one of the consortia disqualified at the beginning of the process, called Cuarto Puente CSCEC-CREC, made up of Chinese companies.

According to the Price Report (Technical and Economic), the Consorcio Cuarto Puente  CSCEC-CREC, comprised of China State Construction Engineering Corporation LTD and China Railway Group Limited, was disqualified by the Evaluation Commission, since the aforementioned business group did not meet the minimum mandatory requirements set out in the tender documents.

Due to an appeal claim presented by the Astaldi - Daelim Consortium, the suspension has been ordered of the tender act for the design and construction of the fourth bridge over the Panama Canal, in which Chinese companies obtained the best rating.

In the qualification process carried out by the tender board, the consortium formed by the companies China State Construction Engineering Corporation LTD and China Railway Group Limited, was the winner of the tender with an economic proposal of $1.42 billion and an overall score of 69,9%.

After two proposals were disqualified and another participant withdrew, the consortium formed by two Chinese state construction companies won the tender to design and build the fourth bridge over the Panama Canal.

After Dragados Sucursal Panama, the company that had obtained the best qualification decided to withdraw from the contest, the road was paved for the consortium made up of the companies China State Construction Engineering Corporation LTD and China Railway Group Limited, to win the contest with a economic proposal of $1.42 billion and a score of 69,9%.

The proposals to Build the Fourth Bridge Over the Panama Canal

Four consortiums made up of companies from China, Spain, Italy and South Korea have presented their proposals to design and build a fourth bridge over the Panama Canal.

The timeframe for building the work has been estimated at 42 months, and the estimated investment is over $1 billion. This project aims to connect the areas of Arraiján and La Chorrera, to the west, with Panama City, near the Canal Pacific sector.
