Wednesday, March 6, 2019

On November 20, 2018, the Autoridad Aeronáutica Civil (AAC) received the proposal from Indra Panamá S.A. for $7,500,000, from The Boeing Company for $6,970,583, from Navblue S.A.S. for $6,919,698 and from Egis Avia for $6,800,000.
According to the evaluation report published on the Panamacompra portal on February 6, 2019, Navblue S.A.S. and The Boeing Company were disqualified for not meeting the requirements. In the case of Indra Panamá S.A. and Egis Avia, they received ratings of 96.3 and 92, respectively.

After knowing the evaluation, the company Egis Avia, filed a complaint with the Directorate of Public Contracting (DGCP), against the report of the evaluation commission, arguing that the assessment made was not objective. reviews that "... The DGCP determined that criteria were actually used that were not required in the specifications. The evaluation commission had concluded that Egis did not detail the training plan to be carried out by AAC personnel, once the modernization of airspace was completed."

"... However, the DGCP had a different criterion and determined that this point was not covered by the specifications. Following this decision, the DGCP ordered the AAC to appoint a new commission to review the two proposals received, from Egis and Indra".
