Airspace Design: Another Delay

In Panama, an order was issued to annul the analysis of the proposals received in the tender for the study, redesign and implementation of the readjustment and optimization of airspace.

On November 20, 2018, the Autoridad Aeronáutica Civil (AAC) received the proposal from Indra Panamá S.A. for $7,500,000, from The Boeing Company for $6,970,583, from Navblue S.A.S. for $6,919,698 and from Egis Avia for $6,800,000.
According to the evaluation report published on the Panamacompra portal on February 6, 2019, Navblue S.A.S. and The Boeing Company were disqualified for not meeting the requirements. In the case of Indra Panamá S.A. and Egis Avia, they received ratings of 96.3 and 92, respectively.

After knowing the evaluation, the company Egis Avia, filed a complaint with the Directorate of Public Contracting (DGCP), against the report of the evaluation commission, arguing that the assessment made was not objective.

Prensa.com reviews that "... The DGCP determined that criteria were actually used that were not required in the specifications. The evaluation commission had concluded that Egis did not detail the training plan to be carried out by AAC personnel, once the modernization of airspace was completed."

"... However, the DGCP had a different criterion and determined that this point was not covered by the specifications. Following this decision, the DGCP ordered the AAC to appoint a new commission to review the two proposals received, from Egis and Indra".

New Deadline for Airspace Design Tender

June 2018

After twice postponing the deadline for receipt of offers for the redesign and optimization of Panamanian airspace, now the new date to deliver the proposals is July 4.

After the hiring process was suspended for 45 days, on June 6 the resolution issued by the Directorate of Public Procurement was published, in which it was decided to "lift the suspension of the act convened by the Civil Aviation Authority (CAA)."

Airspace Design Tender Postponed

April 2018

For the second time the date for reception of offers has been postponed in the tender for the study, redesign, implementation and training to adapt and optimize Panamanian airspace.

The Civil Aviation Authority of Panama has postponed, until April 10, the date for delivery of proposals for the assessment of the current status of the capacity of Air Traffic Management and definition in a comprehensive manner of a process of infrastructure modernization and Air Traffic Management capacity to a state that reflects the best standards of safety, efficiency and best practices.
