Shell advised that it requested the permit on April 3 on an urgent basis, through the Petroleum Administration Commission (CAP) and the Executive Director of Revenues (DEI). It said it needs the permits so that it can move fuel between the Tasa terminal in Santo Tomás de Castilla, Guatemala and Honduras. It will be using 30 units to make about 90 trips a week.
