"The building must be within a radius of 3 kilometers from the building where the National Budget Office is currently located, Noga Building, San Jose, Paseo Colón, between 38th and 40th streets. It must have access to national highways, on a public street and with at least one public parking available in the surroundings.

The location of the building must ensure that the public bus service line allows officials and users comfortable access to the building, passing in front or less than 300 meters from the facilities and must have at least one formal stop of that service in the 300 meters surrounding the building. The above will be verified by a visit to the site made by the head assigned to the Department of Engineering and Architecture, which will record compliance or not, in the technical study conducted at the stage of analysis of proposals.

The building must have the respective municipal permit for office use. There must be an ordinary solid waste collection service, public or private, at least twice a week. In addition, there must be a weekly collection service for recoverable or recyclable waste."
