$35 million Vehicle Tender Suspended

Complaints were made that the conditions of the tender limit competition by discriminating against foreign companies, and in response to the objections, the submission of bids has been suspended, after having initially been scheduled for March 13.

On August 31, 2017, the General Directorate of Public Procurement published the specifications for the tender consisting of the "Supply of Vehicles, Buses, Trucks and Light Heavy Equipment", with a reference value of $35 million, and the deadline for submitting offers was set for March 13, 2018.

One of the requirements demanded in the tender document is that "the proponent has been an authorized distributor for the last two years and that the brands offered have been commercialized in the Republic of Panama for (10) years or more".

This demand motivated the presentation of a claim, which argues that " ... it limits competition in the international market for those who have not traded vehicles at the national level and even less because of the amount of time required in this requirement that only nationals and perhaps a couple of foreign brands will be able to comply with."

Laestrella.com.pa reports that "... In the view of the claimant, the addendum is 'illegal, limiting competition and seems designed to purposely exclude non-traditional brands to benefit a few distributors settled in the country'."

$23 million Medicines Tender Suspended

Due to claims submitted by the participating businesses to the Panamanian Social Security Department the tender process for purchasing 79 types of drugs has once again been suspended.

Due to complaints made by the companies "...Inversiones Tagore, S.A., Nutrimed y Pharma Alliance ", the authorities of the Social Security Department had to suspend the public act until the process presented before the Third Chamber of the Supreme Court is resolved.

Automobile Tender for $35 million Postponed

The tender for the purchase of vehicles, buses and trucks by state entities has been postponed until September 17.

Bids were to be opened on July 20, but said event has been suspended and an extended deadline put in place, explained Gustavo Guzman, director of Purchasing Policy.
