Capital.com reports that "the contract is a turnkey project featuring, on one hand, civil works consisting of the construction of internal roads, paths, ditches, foundations and other civil works included in the project . In addition it includes electrical works, connection of the substation to the National Interconnected System (SIN) and a fiber optical communication network. "
The public services authority of Panama granted the company provisional licenses to install, operate and exploit the wind farms called Nuevo Chagres, Portobelo Ballestillas, Marañón and Rosa de los Vientos, capable of 42.5, 59.5, 850 and 194 MW, respectively.
Unión Eólica Panameña has received authorization to concede to UEP Penonomé II the definitive license to build and operate the Portobelo Ballestillas wind farm.

IT IS RESOLVED:
FIRST: AUTHORIZING the company UNIÓN EÓLICA PANAMEÑA, S.A., to assign to the company UEP PENONOME II, SA, the final license for the construction, operation, maintenance, generation and sale of energy from the wind project known as PORTOBELO BALLESTILLAS, granted by Resolution AN No. 4092-Elec of December 15, 2010 and its amendments.
Unión Eólica Panameña has been awarded a contract to provide electricity to ETESA using 110 wind turbines installed in Penonomé.
The first wind farm in Panama will have to start operations in the second half of 2013, according to the plans of Unión Eólica Panameña (UEP), a Spanish company that has won the contract with the Electricity Transmission Company SA (ETESA in Spanish).
The start of full operation of the first wind farm in Panama will be postponed until November 2014 .
The Penonomé Wind Farm, under construction by Unión Eólica Panameña (EPU ), has been set back by at least five months, confirmed the Energy Secretary Vicente Prescott. The project should have been ready in June but delays mean that it will be made operational later this year.
Unión Eólica has installed the first of 88 turbines on its wind farm in Penonomé in Cocle, in which it will be investing $450 million.

For the first time in the history of Panama the first wind turbine has been installed marking the start of the assembly of the Parque Eólico Penonomé as announced at a ceremony attended by President Ricardo Martinelli, who said that thanks to the decision of this government, they have chosen to diversify the country's energy matrix, as exemplified by the installation in this region for the production of cheaper energy, benefiting Panamanians by reducing the costs of the basic food basket.
The National Authority of Public Services in Panama confirmed the award of a permanent license to operate the ‘Rosa de los Vientos‘ project, and a provisional license for project ‘El Aguila ‘.
