Institutions such as the UNOPS, which supposedly come here to do what the locals can not, should be paid per piece of work for they finish, and not allowed to justify their failures with the same old excuses.

An entrepreneur earns when his business is successful.If it fails to capture a minimum market share and then maintain it, the investment made is lost, and the monthly income established by the performance of its business activities is also lost.Employers charge for their work and earn profits only while the company is successful.The same is true of private-company employees: their wages are tied to company earnings and profits.

The Ministry of Health in Panama is putting out to tender services for Project Management and Supervision for the project of the second module of the Wastewater Treatment Plant in Panama City.

Due to complaints submitted by one of the bidders, the Secretariat of the Panama Metro will have to reevaluate all offers within a period of between 15 days and two months.
On July 2 the winner of the tender had been designated as the consortium PML2 made up of the companies Ayesa, The Louis Berger Group and TBM, but the consortium Panama 2 submitted complaints, which must be reviewed by the evaluation committee, delaying the award of the work.
The DCP of Panama has ordered that ETESA perform a new report evaluating tenders for the supervision of construction of the third power transmission line.
Three of the six consortia that submitted proposals in the tender for supervision of construction of the third transmission line have filed complaints, "... alleging that the company Cesel, SA did not comply with all the points set out in the tender, as the evaluation committee as claimed.
The proposals for project management of line 2, range between $32 million and $36 million, in the tender where the reference price is $40 million.
Companies have until May 23 to address technical aspects of the tender, and then be evaluated based on the specifications of the Secretariat of the Panama Metro (SMP). It is expected that the winning consortium of the supervision contract with a duration of 58 months, will be announced in June.
The Tourism Authority of Panama calling for companies to submit bids for the operation of the convention center.
The selection of the firm that will manage the convention center to be built in Amador at a cost of $194 million will not go through the PanamaCompra system. The Tourism Authority of Panama (ATP), said that they know of experienced firms for the project, and therefore they will hold the tender by invitation.
After several complaints from bidders in the tender for a project management services, the works on the South Terminal are progressing without any supervisor to certify them.
On August 23 the evaluation committee for the tender for project management services, presented a report stating that the highest score was awarded to the consortium ADPI / Ayesa / Csa / Cemosa while points were reduced for Prointec with the score being downgraded from 98 to 95.5 points and it was confirmed the Louis Berger Group received 96.5 points.
The company of Spanish origin has been awarded a contract for $10.4 million for the project management of the construction of the new convention center in Amador, Panama.
The commission which evaluated the proposals explained that this was the only company that met the specifications.
The Louis Berger Group, and consortia Hill-ICEACSA-Idea, and Group G-9 AEI-Vaf Ingenieros also bid $10.4 million for the project management contract with price tag of $11 million, but were rejected for not complying with the required documents during the tender process.
The Spanish Prointec is in first place to win the contract, after the a claim brought by its competitor Louis Berger Group was rejected.
Prensa.com reports: "The Public Procurement Directorate rejected the application filed by the company Louis Berger Group, who alleged that Tocumen SA, had refused to provide copies of the proposals".
The administration of the Tocumen International Airport explained that the procedures were performed in order to meet the company's request, however, they did not withdraw the requested documentation.
Louis Berger Group, Prointec, Hill - Iceacsa and Grupo 9 AIE - VAF- Ingenieros S.A., all presented bids for the Project Management of the new convention center in Amador.
The cost of the new convention center to be built in the Amador Causeway is $193.7 million and the reference price for the contract for monitoring the project is $11 million.
Prensa.com reports: "The firms Louis Berger Group (USA), and the Spanish Prointec, Hill - ICEACSA and Group 9 AIE- VAF-Ingenieros SA, bid $10.4 million."
The contract for the supervision of construction of the new convention center in Panama has a price tag of $11 million.
The companies participated in the clarification meeting for the tender to supervise the amphitheater being built on the Amador Causeway, an event in which it was agreed to amend the specifications. "In the original document stated that the stakeholders had to certify their participation in the last five years in seven contracts for project management, of which three had to be collectively worth over $200 million", reported Prensa.com.
Tocumen SA could continue with the tender for project management of the South Terminal, after the Public Procurement Directorate archives the claim brought by CSA Group Panama.
"At the end of April CSA Group Panamá filed a claim stating that in Addendum 7, made by Tocumen to the tender specifications, the evaluation criteria was changed to qualify the experience of the participants", reported Prensa.com.
