Guatemala's government faces an uphill battle in Congress to win approval for its plans to reduce retail taxes on gasoline and diesel.
In order to win approval for the plan, the government needs the backing of 105 of the 158 members of the Lower House, but opposition parties who have 74 seats between them say they oppose the measures.
