Direct procurement of works, goods and services for the operation and expansion of prisons in the country has been allowed.
The Ministry of Justice and Public Security may, in the next 12 months, sign direct contracts without putting out to tender all kinds of works, goods and services for the improvement, operation and expansion of prison infrastructure.
The Ministry of Justice and Public Security in El Salvador is putting out to tender the adaptation of a prison farm in the department of Santa Ana.

"The project called Retrofitting of the Penitentiary Farm in the Department of Santa Ana, will be located at kilometer 72 of highway CA - 12 Metapan, on land where the Fabrica Maquilera used to be located.
Ratification has been made for a loan granted by the BCIE for the construction and expansion of prisons and the purchase of 2000 electronic tagging devices.
The loan from Banco Centroamericano de Integración Económica (BCIE) was signed on April 24 by the Ministry of Justice and Security.
According to the security chief, Ricardo Perdomo, "the resources will be used for the construction and expansion of prisons, prison farms and buying tagging devices".
The Government will be seeking support from the private sector in order to create an antiextorsion model in order to initiate an attack against those who commit this crime.
"We will have a meeting with them in order to examine the possibility of forming an antiextorsion board. We are looking not only for economic contributions, but collaboration for us to pave the way and create more confidence with entrepreneurs who experience extortion so that they will denounce it" said David Munguia, Minister of Justice and Security.
The cameras will be installed at strategic points in the metropolitan area of San Salvador, to help monitor criminal acts.
Elmundo.com.sv reports that the Minister of Justice and Public Security, David Munguia said that President Mauricio Funes has given the order to get the funds.
Munguia said that with the placement of the devices, the PNC will be better able to track criminal acts.
The Deputy Minister of Transport of El Salvador has delayed for up to eight months permits for tourist transport vehicles.
Tour Operators meeting in the Salvadoran Chamber of Tourism (CASATUR), denounced the delay in the delivery of operation permits by the Vice Ministry of Transportation (VMT) and harassment by the Transit Police. Bureaucracy at the Vice Ministry has created delays of up to eight months in the granting of permits which has caused forfeiture of vehicles by the Police.
By the end of December the bidding for the new penitentiary center "Llobasco" should take place.
The project, worked on by the Ministry of Justice since early this year, will take place in an eight block area.
Irma Mejia, director of the Ministry of Justice, said the work could start in February 2011 when it receives the first part of the loan granted by the Central American Bank for Economic Integration (BCIE) for this project and other works.
The state won a lawsuit against construction company “Sociedad CPK Consultores”, which was ordered to pay $4 million in indemnification.
The company was charged for failing to comply with contractual requirements when building a prison in Jucucapa.
Manuel Melgar, Minister of Justice, explained that when he took office, the construction of this penitentiary complex was halted, as the company had filed a lawsuit against the Justice Ministry.
