The greater metropolitan area (GAM) needs to renew a plan dating from 1982 to address overcrowding, sound, light and environmental pollution, poor waste disposal, and traffic chaos.
Nación.com reports that "After years of debate and millions of dollars spent on failed projects, environmentalists, public bodies, private companies and municipalities have reached a consensus on the GAM 2013 Plan."
Free zones in San José and Heredia represented 69% of foreign direct investment in 2010.
According to a study by the program "State of the Nation", the elements that most influenced companies' decision of where to settle were ease of finding human resources, quality of electrical power, security, infrastructure, telecommunications and availability of schools for the children of executives.
For the third time the Constitutional Court has prevented an attempt to expand by 200 meters the containment ring in the Greater Metropolitan Area (GAM).
This was achieved by declaring the ruling of the decree of February 2010, which allowed some 5,700 acres to be used for development, unconstitutional.
"With this decision, the Court maintains the criteria issued in 2008 and 2009, when it also brought down two decrees that had the same purpose", reported Nacion.com
